In simple terms, create a background big enough to hold both images. If in doubt, make it bigger than you need - you can always crop off the excess later.

Create 2 new layers - one for each image.
Copy and paste each exisiting image to a layer.
Move the layers around until you're completely happy with the positioning on the background.
Merge the layers.
Crop any excess background.
